
Provide a range of professional, technical and program management services, focusing on ballistics missile defense and military infrastructure. Current infrastructure planning and sustainment projects include support for OSD infrastructure (FOS/CSL) planning and assessment worldwide; architect-engineer services for access control points security nationwide; Navy Atlantic facility planning and mapping; infrastructure assessment of three Missile Defense Agency complexes; Army BRAC review and validation of project construction requirements, and monitoring of execution; architect-engineer services for facility repair and renovation projects nationwide; USDA facility planning and mapping nationwide; USACE surveying and mapping in southeastern US.
Led a 600+ person workforce (including project managers, engineers, environmental, contracting professionals) planning and executing a $1.2 billion+ per year reimbursable support program, including Installation Support ($571M), Ordnance and Explosives ($406M), Chemical Demilitarization ($176M), Missile Defense ($18M), Other ($59M). Army-wide projects included centralized planning and programming support to ACSIM/IMCOM for Military Transformation and BRAC; USACE Center of Standardization for 16 facility types; force protection support worldwide; utilities services nationwide. Led planning, design and construction of eight chemical demilitarization plants (US and Russia); planning and engineering for ground-based missile defense facilities; turn-key ordnance disposal (US and Iraq).
Provided cost engineering, estimating, master scheduling and economic analysis support for complex programs and state-of-the-art projects such as national missile defense, chemical demilitarization, medical facilities and a wide variety of installation support projects. Provided oversight of the PAX System, which contains the 1391 Processor utilized for all MILCON projects and various cost estimating tools (TRACES, PACES, RACER) utilized by the DoD Services and A/E contractors. Supported Program Directorates in integrating cost, schedule and construction administration in their programs.
Led a 100 person multi-disciplined engineering IPT staff, in a unique partnership with Corps of Engineers, Joint Program Office (JPO) and GMD Prime, who are jointly responsible for delivering the system. Led the Environmental Team in development of NEPA documentation for fielding of the program and execution of environmental, health and safety programs at the deployed sites. Integrated and facilitated the management functions required to execute planning, programming, budget development and execution, management, construction planning, contract management, construction placement, contractor surveillance, on-site problem resolution and project execution of Deployment and Site Activation activities for the complex/state-of-the-art National Missile Defense Program. This included development of acquisition strategy, systems engineering processes, and requests for proposal for facilities construction.
Started up and led a Consulting Engineer firm with a staff of three people. The firm was designed to support the engineering and environmental requirements for counties and small cities that did not have organic engineering staff in the execution of planning, civil and environmental engineering design, programming, program/project management, grant applications, construction planning, contract management, architect-engineer management, construction placement, contractor surveillance, and on-site problem resolution.
Led a 200-person organization with a payroll of $5M and a construction planning, programming, architect-engineer, project and contract management budget of $25M. Responsible for operation of the city’s water treatment and wastewater treatment facilities. Coordinated with state and federal regulators.
Provided planning, programming, engineering, environmental, design and construction support to 17 installations. Managed the execution of $470 million operations and maintenance budget.
