Vice President, Professional Services, COLSA Corporation

Vice President responsible for Professional Services to include, management of Missile Defense related Hardware in the Loop operations and development, Homeland Security support, SETA support to the Ground Based Missile Defense and operations of 2 Regional Operations Centers at Colorado Springs and Washington, DC.  These programs constitute over $40M of revenue and 130 plus personnel Huntsville and these centers.  Responsible for the integration and development of new programs supporting Missile and Space Defense Operations.  Establishes new business goals, teaming arrangements and contract negotiations to support ongoing and planned operations.

Executive Director, Test & Space Support Directorate, Colsa Corporation

Manages a 100+ personnel System Engineering and Technical Assistance (SETA) Computer Science Corporation (CSC) Contract that supports the GMD Project Office. Manages all task leads and task order technical data. Provides recommendations on all personnel decision within the task. Advises and support the Combined Test Force Director and Deputy Director as required. Manages and reviews financial execution of tasks within Task N06 before submitting to the Task Lead. Advises the task leader on the management of personnel and funding aspects for the entire SETA Support Team. Proven expertise for the NMD Test Management and Support Directorate in the acquisition process to include that Planning, Programming, and budgeting System (PPBS). Established the initial framework for the GMD Testbed that will provide additional test assets for a more robust test program.  Also completed a highly successfully IFT-7 flight test.  Implemented transition of Combined Test Force (CTF) from Washington, DC to Huntsville, AL that provides for a unified Combined Test Force to include the Other Test Agencies (OTAs) and the Boeing Corporation.

Joint National Test South (JNTS) Support Director, Colsa Corporation

Served as Program Manager for a 38 LOE contract valued at $7M that supported the Joint National Test Program Office.  Provided expertise to the Government in the technical, business, and management efforts for Government Test Resources, Test Planning, and Requirements, Test Analysis and Evaluation, Test Integration and Execution, and Government Furnished Equipment/Government Furnished Services (GFE?GFS). This process was developed through the use of Intergraded Product Teams (IPTs) by Work Breakdown Structures (WBSs). Provided support for the coordination of test and evaluation planning for the NMD Test and Evaulation Program Management Reviews (PMRs), Technical Interface Meetings (TIMs), Integrated Baseline Reviews (IBRs), Earned Value Management System (EVMS), and major program technical reviews (SFRs, SPDRs, DRRs, and ISPVs). Received a 99.5% award fee each year from the government customer. Established a War Room in Huntsville at the Bradford Facility that maintained daily status of Flight Tests. Completed the ISO 9001 certification for the JNTS Team. Developed the first NMD IFT Operations Plan that successfully supported execution of the IFT-3, which provided the Test Director positive test management and control that contributed to the first NMD Integrated Flight Test Missile Intercept.


12/1997 – 7/1998
Program Executive Office Air and Missile Defense Chief, GBI Product Management Office

Led a Team of over 20 government and numerous contractor technicians and engineers for a Missile Program valued at $50M per year. Managed the development, acquisition, requirements’ definition, interface, and testing of the highly complex GBI booster and launcher. Utilized analytical and engineering skills to identify, define, and resolve issues affecting requirements, ensuring that testing and analysis demands on the program were value added. Total responsibility and authority for cost, schedule, and technical performance of the GBI Booster System. Coordinated project activities with Congress, Office of the Secretary of Defense, Ballistic Missile Defense Organization, Department of Army, PEO-Air and Missile Defense, Other Government Agencies, National Ranges, and Defense Contractors.


7/1994 – 12/1997
Test & Evaluation Directorate Deputy Director

Managed the development, planning, requirements’ definition, and testing of the Integrated System Test Capability (ISTC). This system/testbed is most valuable to NMD Test Program because it integrates ground testing and pre/post mission flight testing in a common test environment in real-time using NMD system element data processing hardware and software providing system performance verification and a test envelope extension. Formulated the budget and conducted high level briefings to Congress, Office of the Secretary of Defense, Ballistic Missile Defense Organization, and Other Government Agencies on the value added of the ITSC. Modeled twp Integrated Flight Tests, 1 and 2, utilizing this system with two separate contractors. All acquisition areas of the ITSC, i.e., cost, schedule, and technical performance were always within tolerance.
